The software for the LEGO Education version of the EV3 needs a license (either a single license or a site license). AFAIK, all EV3 Education purchases come with a Software License, which also includes instructions on where to download the software. Robot Commander is the official command app from LEGO® MINDSTORMS®. FREE to download on most smart devices; Robot Commander connects via Bluetooth to the EV3 Intelligent Brick. This easy to use app allows you to interact with your very own EV3 robots without even connecting to a computer! That means you can play instantly with your own robots! The Lego Mindstorms EV3 Software Education version can be used with the Retail kit (#31313). The Home edition is more suited the Retail kit as it’s cut down to the components included within that kit. However if you are after data logging, then the Education version is the only way to go.

Great for intro into Mindstroms
I used this app at Maker Faire to work with introducing robotics to children. As expected kids as young as 3 years old were able to jump on it and immediately take control of the robot. I would say the desktop version requires at least a 7 year old to have the dexterity to control a mouse.
At first glance it did not appear to support sensors but then I noticed that the wait block does allow for sensor conditions. This could probably be appropriate for a first year curriculum, or for some simple applications and is great to get kids engaged quickly and as a teaching aid. The ability to save to the cloud is also handy since kids always seem to loose their programs on the laptop. My only complaint is that I can't completely get rid of my laptop app because I can't calibrate my sensors or use myblocks. Hopefully this is in the works for a future version. Good, but..
The students I work with use this app on their school supplied iPads. They love it and it makes it easy to quick program a mission, test it, make changes, and try again. Now the but. Unless they are using the full program on a computer they don't have access to sensors, math and logic blocks, and My Blocks.
I see that this has been a complaint of many reviewers for at least two years. I'm sure there are constraints that Lego is working with. For instance I'm sure they realize it would be hard to sell the program when a fully functional app is free. Oh well. The app works great Huh?
